I. Name of the Initiative: Establishment of a IntraGov system in Haryana to facilitate core Government Functions

II. Project Location: Rohtak / Yamunanagar districts of Haryana

III. Project Contents: The IntraGov, Haryana is aimed to provide a single point gateway which integrates government transactions and services within and across the various Ministries and Departments as well as those between the government and its employees. The portal is built on well proven platform independent technology, ensuring interoperability and reliability. The intraGov shall provide some of the following functionalities:

  • Unified View of Data: Consolidation of existing data from different sources witin/across the department and provide a single consistent view.

  • Content & Document Management: A Module which can enable employees to create their own content and submit the same for review and publication on the portal.

  • Electronic Communication: Building a sound internal infrastructure to facilitate electronic communication, information sharing and interaction.

  • Work flow automation: This will help to reduce the paper movement to a large extent. Enables controlled circulation of information within the Secretariat, district administration. Enhances the ability and effectiveness of employees to perform their jobs. Eliminate redundant data entry throughout the organization.

  • Collaboration & Messaging Services: Like private/shared Calendars, e-Mail, Instant Messaging.

  • Single Standards based Directory Service: To maintain confidentiality of user data. Provides an open reliable reusable technology base for the future.

  • Identity and Access management Role: Personalised, role-based, secure access to office information for employees. Secured Access to information.

  • Archival and e-Record management: A common repository for all the common government circulars/notifications, manuals, acts, rules etc instead of maintaining in various locations.

Development of POC of Intra-Haryana Framework with the existing functionalities and integrated applications namely: CeFMATIS (Centralised File Movement and Tracking System), OGIS (Online Grievances Information System), WebPIS (Personnel Information System), Existing Document Management Capabilities of IntraGOV

 Hiring of Contractual Manpower, to Assist NIC Team in coding, testing, documenting etc. (02 persons at NIC-Hq., & 2+2 person at NIC-HRDC (i.e. 6X9=54)


3 Phase-I

The phase-I will start from the date of release of funds by DARPG for Intra Haryana Development. During this phase, the pilot Implementation of the Intra Haryana Framework for CS office at Haryana Civil Secretariat would be implemented. Capacity Building exercise of staff posted in CS branches will be done.

2 & ½ Month

 4 Phase-II

Development/Customization/Scaling-up of the of the IntraGOV for Rohtak / Yamuna Nagar districts of Haryana, Capacity building of Staff posted in mini Secretariats at Rohtak / Yamuna Nagar districts.

2 Months

5 Phase-III

Scaling-up of the IntraGOV for CS Organisation & Rohtak / Yamuna Nagar District Development / Customisation / Scaling up of the IntraGOV for Revenue/Industry Department of Haryana. Capacity Building of the identified staff.

6 Phase-IV

This phase would be of three years. During this phase, yearly roll-out, implementation, handholding and replication activities in other Departments & Districts will be taken up. Appl. S/W up gradation, scaling
